Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 124. European Recovery Program.

The full title of this classification is European Recovery Program (International Cooperation Administration), formerly Foreign Operations Administration, Economic Cooperation Administration or E.R.P., European Recovery Programs; A.I.D., Agency for International Development. This classification covers investigations of applicants for positions with the Economic Cooperation Administration (ECA) and its successors, the Agency for International Development. Investigations were undertaken pursuant to the Foreign Assistance Act of 1948, which required that the FBI investigate all ECA applicants. After 1952, however, the Civil Service Commission (CSC) generally conducted such investigations and the FBI only entered cases where the CSC investigation uncovered information that an individual's background was questionable. This classification became obsolete in 1963.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
